The Collections Services Division within Digital Government and Service NL is mandated to facilitate repayment of outstanding amounts owed to the province through multiple government departments including:
- Provincially administered taxes payable;
- Defaulted provincial student loans;
- Income support overpayments;
- Employment support overpayments, and
- Other various fees and receivables.
Financial Collections Officers are tasked with:
- Contacting clients for payments;
- Negotiating payment agreements as needed;
- Initiating legal action, if and as required, and
- Referring files to the Canada Revenue Agency for intercepts of tax refunds and rebates.

*Notice*
Effective October 15, 2024, there will be no in-person payments accepted at Children, Seniors and Social Development – Income Support offices throughout the province. The offices will however have computers available for clients who wish to pay on-line.
In-person payments will be accepted by Digital Government and Service NL at their Motor Registration locations. A list of Service Centre locations can be found here.

Online Banking – Student Loans
Student loan payments can be made through online banking. Set the payee as “Student Loans Government NL” and provide your account number.
Payment Agreements
If you are unable to pay your outstanding amount in full, please contact Collections Services to discuss repayment options with a Financial Collections Officer. You will be required to complete a Financial Condition Report and provide the required documentation to apply for a payment agreement.

DEFAULTED STUDENT LOANS – EDUCATION (STUDENT AID)
A student loan is in default when a student is behind on their payments for 270 days (nine months) and collection activities are required. Students who default on a student loan should contact Student Aid NL to determine if their Canada Student Loan and/or their NL Student Loan is in default. The Canada Revenue Agency (CRA) completes the collection activity for the federal student loan and the Government of Newfoundland and Labrador’s Department of Digital Government and Service NL completes the collection activity for the provincial student loan. The student may need to follow two different processes to make payment arrangements and get their loan(s) back in good standing depending on which loan is in default.
